Why the unit thinks the bonnet is off

The bonnet is a safety cover for the Waste Port as the Globe rotates, and the Litter-Robot 5 simply will not turn without it fully detected in place. Almost every case of this error traces back to the bonnet not being latched all the way, not a sensor failure.

Why won't the Globe rotate at all without the bonnet?
